The White House says it hasn't made a practice of paying people to plug its political policies.

White House spokesman Scott McClellan said that paying off black conservative Armstrong Williams to tout its education policies was an isolated incident.



It came to light last week that the Education Department had a contract worth nearly $250,000 to get the syndicated columnist and TV personality to tout the "No Child Left Behind" program.

The Education Department is still defending the contract, but McClellan said the arrangement "ought to be looked into." Some lawmakers have called for an official government inquiry but McClellan didn't go that far.

The contract required Williams' company to produce radio and TV spots featuring Education Secretary Rod Paige and to use his influence with other black journalists to get them to discuss the overhaul measure.
